Francis is a Fellow Chartered Accountant (FCA) with both the Institute of Singapore Chartered Accountants (ISCA) and Chartered Accountants Australia and New Zealand (CAANZ). Francis is qualified as a Chartered Accountant and a Certified Internal Auditor with over 30 years of experience in both public and private corporations covering Americas, European and the Asia Pacific regions.
Francis is conversant with business risks management issues, complex Corporate Governance and regulatory matters and industry best practices, including the implementation of risk management processes like the Sarbanes-Oxley Act (SOX) in a US’s Foreign Private Issuer (FPI) listed on the US’s National Association of Securities Dealers Automated Quotations (NASDAQ).
Giving back to society comes naturally to Francis, who has been active in community service. Once such area is deputyship. Francis is a Panel Deputy member and a Professional Deputies and Donees (PDD) member registered with the Office of Public Guardian (OPG), under the Ministry of Social and Family Development (MSF) and a Pro bono Deputy member with the Agency of Integrated Care (AIC), looking after the interests of vulnerable individuals who lack mental capacity as provided for under the Mental Capacity Act. As a pioneer of the Panel Deputy Scheme, he provides continuing feedback to the OPG, AIC and the Family Justice Court to assist them set up the protocol for pro bono deputy services, with the objective of tightening governance and administrative issues in line with their objective of reaching out to more professionals to come forward to be appointed by the Court as deputies on a pro bono basis, or on a remunerated basis, for persons with no mental capacity.
